That is a government ploy to make one feel needed, you call everyone in and review things that no body knows anything about,you leave feeling like you have lot of friends,are important, intelligent, and not replaceable. Notice how many meetings the President has! I have attended a lot of meetings like that. Same thing applies to writing government documents, verboseness counts, facts are immaterial. Does that give you hint why my blog postings are so verbose, I have written to many government documents.
